Petroleum Development Oman (PDO) has signed a strategic 15-year agreement with Kuwait-based oilfield engineering services firm SPETCO Middle East LLC to develop the Budoor Tayseer Gas Project, a key component of the Sultanate’s long-term energy security agenda. This milestone reinforces SPETCO’s position as a leading regional player in delivering advanced gas infrastructure solutions.
Project Overview
The Budoor and Tayseer fields are integral to PDO’s strategic plan to enhance Oman’s natural gas production capacity. The project is designed to deliver:
- 2 million standard cubic metres per day of sweet gas
- 950 cubic metres per day of condensate
- 80 tonnes per day of sulphur pellets
These outputs will contribute significantly to PDO’s production targets and enhance recovery from the Budoor and Tayseer fields.
The development will be executed under a Design, Build, Own, Operate and Maintain (DBOOM) model, ensuring long-term operational efficiency and sustainability. This approach embeds strong Omanisation commitments:
- 30% Omanisation during the execution phase
- Rising to 85% by Year 7 of operations
To support these goals, PDO and SPETCO will leverage the Eidaad programme, offering training and internships to build future operations and maintenance (O&M) talent.
Strategic Importance
This project is a cornerstone of Oman’s energy roadmap, aimed at:
- Boosting Domestic Gas Supply: Supporting industrial growth and energy security.
- Driving Economic Development: Creating opportunities for local contractors and workforce.
- Sustainability & Efficiency: Incorporating advanced technologies to minimize environmental impact and optimize resource utilization.
PDO emphasized that the agreement will boost In-Country Value (ICV) through:
- Local procurement and supplier development
- Job creation and capacity building
- Strengthening PDO’s growth program and ensuring long-term gas security for the Sultanate
